People affected by the Chornobyl accident are entitled to free dental care, joint replacement and rehabilitation.
The services are funded by the state through the National Health Service of Ukraine (NHSU) and are provided by facilities that have signed contracts.
Step-by-step guide to getting the medical care you need in
Sumy Region:
1. Dental treatment and dental prosthetics. People with disabilities resulting from the Chornobyl Nuclear Power Plant accident are entitled to free dental prosthetics and planned dental care under Cabinet of Ministers of Ukraine Resolution No. 206 of 18 February 2026.
Steps to get the service:
- Get a referral: Contact your family doctor or general practitioner for a referral to a dentist.
- Choose a hospital: Find a healthcare facility that has a contract with the NHSU for package No. 66 (Dental prosthetics) or No. 67 (Dental care).
Where to find facilities: Check the NHSU dashboard or call the NHSU hotline at 16-77.
Where to go in Sumy: The services are provided by, among others, the municipal non-profit enterprises “Clinical Hospital No. 4” and “Clinical Dental Outpatient Clinic”.
- Submit documents: Prepare the originals and copies of your passport, taxpayer registration number (RNOKPP, identification code) and Chornobyl victim certificate.
- Fill in an application: Write an application for the services at the healthcare facility itself.
2. Joint replacement. Joint replacement surgery (hip, knee) for eligible categories is paid for by the state. Artificial joints (implants) are also provided free of charge under the Program of Medical Guarantees.
Steps to get the service:
- Doctor’s consultation: See an orthopedic trauma surgeon where you live or a relevant specialist at the regional hospital. The doctor must confirm the medical indications and enter the data into the electronic system.
- Electronic waiting list: You will be put on an electronic waiting list for surgery. You can track your place in the queue through the electronic health system.
- Hospitalization: When your turn comes and the hospital calls you in, gather the required pre-operative tests and referrals specified by your doctor.
Where it is done in Sumy Region: Sumy Regional Clinical Hospital (where a modern Joint Replacement and Traumatology Center has recently opened) and the Central City Clinical Hospital in Sumy.
3. Rehabilitation (inpatient or outpatient)
Rehabilitation services are provided under the Program of Medical Guarantees.
They include restoring motor function after injuries, surgery or illness.
Steps to get the service:
- Referral: Get a referral from your family doctor or attending specialist (for example, a surgeon, orthopedist, neurologist or rheumatologist), who will determine whether you need rehabilitation.
- Choose a rehabilitation center: Choose a facility that has a contract with the NHSU to provide rehabilitation care where you live or are staying.

3. Complete the course: Take the referral you have received to the healthcare facility for a free recovery course.
In addition, people affected by the Chornobyl Nuclear Power Plant accident can receive dental prosthetics and joint replacement services funded from the local budget within approved allocations.
Please note that, in accordance with Cabinet of Ministers of Ukraine Resolution No. 1650 of 12 December 2025, the Municipal Non-Profit Enterprise ‘Sumy Regional Specialized Dispensary for Radiation Protection of the Population’ of Sumy Regional Council has been included in the updated List of specialized healthcare facilities of Ukraine that provide treatment to people affected by the Chornobyl disaster. The dispensary continues to provide outpatient consultative, inpatient and rehabilitation care to people affected by the Chornobyl disaster with an e-referral from their family doctor or attending physician.
