If the armed aggression against Ukraine has caused significant harm to your health, you can submit a claim to the international Register of Damage Caused by the Aggression of the Russian Federation Against Ukraine (Register of Damage for Ukraine, RD4U).
Reparations: International Register of Damage for Ukraine. The international Register of Damage was established by 43 countries and the European Union to collect claims for compensation for damage, loss or injury caused anywhere in Ukraine, including the temporarily occupied territories.
The Register records information about damage, loss and injury resulting from the aggression against Ukraine since 24 February 2022.
In total, there are 43 categories of claims for different types of damage, 21 of which are intended for individuals. Currently, individuals can submit claims in the following categories:
- involuntary internal displacement
- death or disappearance of an immediate family member
- serious personal injury
- sexual violence
- torture or inhuman or degrading treatment or punishment
- deprivation of liberty
- forced labor or service
- damage to or destruction of residential and non-residential real estate
- loss of access to or control over real estate in the temporarily occupied territories.

Claim for serious personal injury. Serious personal injury includes cases such as:
- loss of all or part of a limb or other body parts, or loss of their integrity (separation);
- significant disfigurement resulting in a substantial change in appearance;
- significant loss or limitation of the use of an organ, limb, function or body system;
- forced termination of pregnancy;
- any other injury that may significantly affect the victim's quality of life.
This list is not exhaustive and also includes harm to psychological health.
Claim category A2.3 “Serious personal injury” concerns compensation for the non-material (moral) damage the claimant suffered as a result of serious personal injury. At the same time, a claim in this category can also be submitted for material expenses directly related to such injuries (for treatment and rehabilitation).

Can I submit a claim if I am or was a member of the military?
Yes, claims in this category can be submitted by civilians as well as by military personnel, combat veterans, veterans, former prisoners of war, etc.
How to submit a claim:
Claims are submitted via the Diia web portal. This service is free of charge.
To submit a claim:
✓ register or log in on the Diia web portal ✓ select the “Service catalog” section
✓ find and open the section “Reparations: International Register of Damage for Ukraine”
✓ select “Claim in category A2.3 ‘Serious personal injury’”
✓ fill in the claim and attach evidence ✓ sign the claim with your electronic digital signature
Once the claim has been reviewed and entered in the Register, it will be passed on to the future claims commission, which will consider it and decide on the amount of compensation.
Notifications about the progress of your claim will be sent to your citizen account on the Diia portal, in the “Please note” section, and to your email.
