Attention! Order of the Ministry of Health of Ukraine No. 443 of 11 March 2021 “On amending the Roadmap for the introduction of a vaccine against the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus and for mass vaccination”

On 11 March 2021, Minister of Health of Ukraine Maksym Stepanov signed Order No. 443 amending the Roadmap for the introduction of COVID-19 vaccination, with the amendments allowing any remaining vaccine doses to be used for immunization.

To reduce the risk of doses of vaccines supplied in multi-dose vials going unused — in cases where, during a COVID-19 vaccination session, a person refuses vaccination, contraindications to vaccination are found, or too few people are present to use up opened vials of COVID-19 vaccine completely (in accordance with the manufacturer’s instructions), which could lead to leftover COVID-19 vaccine being discarded at the end of the session — it is recommended first to invite priority risk groups from the next stage to such a vaccination session. Where this is not possible, in order to promote vaccination and support the communication campaign, public figures and civic leaders may be invited to such a session by holding open vaccination sessions, namely:

  1. combat veterans who defended the independence, sovereignty and territorial integrity of Ukraine and took direct part in the anti-terrorist operation, in ensuring its conduct, or in measures to ensure national security and defense and to repel and deter the armed aggression of the Russian Federation in the Donetsk and Luhansk regions;
  2. members of the Parliament of Ukraine, heads of central executive authorities, regional state administrations, regional councils and local self-government bodies, and leaders and representatives of religious organizations;
  3. prominent writers, journalists, athletes, musicians, actors, singers and other cultural figures over 60 years of age.

Public figures will be vaccinated only with their voluntary and informed consent.
